CERV-CIV Citizens' Engagement and Participation: the application, step by step

What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-10-05 from the CERV-2026-CITIZENS-CIV call document (Version 1.0, 2 March 2026).

AvenEU works on the latest published call documents, and its form follows the generic CERV Part B template (V3.0); a new call's documents, and the call's own Part B template, may differ.

What it is

Citizens' engagement and participation is a CERV call with three topics: free, fair and inclusive electoral processes; citizens' active engagement and democratic participation in public policymaking, beyond elections; and countering disinformation and foreign information manipulation and interference. Who may lead a project depends on the sub-priority chosen. The grant is a prefixed lump sum per event, from €75,000 with no maximum.

Who can apply
It depends on the sub-priority. Sub-priorities 1.1 and 2.1, and priority 3: the lead applicant must be a non-profit private legal entity or a public university. Sub-priority 1.2: a national public body competent in electoral matters. Sub-priority 2.2: a local or regional public body. Co-applicants in every case: non-profit legal entities (public or private bodies) or international organisations. All must be established in an EU Member State (including overseas countries and territories) or a country associated to the CERV Programme.
Partnership
At least 2 applicants from 2 different eligible countries (lead applicant and at least one co-applicant, not being an affiliated entity or associated partner). Under sub-priority 1.2 a single applicant is allowed, and the project can be national or transnational.
Duration
Normally 12 to 24 months.
Grant
From €75,000, with no maximum. The grant is a prefixed lump sum: one lump sum per work package, and one work package per event.

Deadlines are set in each call. Check the current deadline on the call's topic page on the EU Funding & Tenders Portal.
How many applications
The lead applicant cannot submit more than one application under this call for proposals, across all priorities/topics. If it does, all its proposals are rejected.
Restrictions
  • For-profit organisations cannot be lead applicant or co-applicant; other entities can take part in other roles, such as associated partners or subcontractors.
  • Natural persons are not eligible.
  • Financial support to third parties is not allowed.

To be considered for funding a proposal must score at least 70 points out of 100 overall, and reach the individual threshold of 25 on Relevance. The other criteria have no individual threshold.

Proposals that pass the individual threshold for the criterion ‘Relevance’ AND the overall threshold will be considered for funding — within the limits of the available budget (i.e. up to the budget ceiling). Other proposals will be rejected.

Proposals with equal scores are prioritised by their score for ‘Relevance’, then ‘Quality’, then ‘Impact’.

The form structure

Part B, the technical description, in the order of the CERV Part B template (V3.0). Part A — administrative data and the lump-sum budget — is filled in online on the Funding & Tenders Portal. In AvenEU you first choose the topic and sub-priority, which the call requires but Part B does not ask.

The page limit

Proposals are limited to maximum 70 pages (Part B). Evaluators will not consider any additional pages. Part B is a Word template with no character limits, so AvenEU shows an estimate of the pages your text will fill as you write. The estimate is a guide, not a limit.
