CERV-NT Networks of Towns: the application, step by step

What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-10-05 from the CERV-2026-CITIZENS-TOWN-NT call document (Version 1.0, 17 December 2025).

AvenEU works on the latest published call documents, and its form follows the generic CERV Part B template (V3.0); a new call's documents, and the call's own Part B template, may differ.

What it is

Networks of Towns invites municipalities, regions and associations working together in a long-term perspective to develop networks of towns, make their cooperation more sustainable and exchange good practice. Networks are expected to bring a range of activities around subjects of common interest related to the CERV programme's objectives. The grant is a prefixed lump sum per event, from €100,000 with no maximum.

Who can apply
Every applicant, the coordinator included, must be a non-profit making town or municipality, their twinning committees or networks, other local or regional authorities, federations or associations of local authorities, or other non-profit organisations representing local authorities — established in an EU Member State (including overseas countries and territories) or a country associated to the CERV Programme. A non-profit organisation representing municipalities must explain in the proposal the role and involvement of the municipalities.
Partnership
At least 4 applicants (not affiliated entities or associated partners) from at least 4 different eligible countries, at least 2 of them EU Member States. Activities must take place in at least 2 different eligible countries.
Duration
Normally 12 to 24 months.
Grant
From €100,000, with no maximum. The grant is a prefixed lump sum per event.
Deadlines
Deadlines are set in each call. Check the current deadline on the call's topic page on the EU Funding & Tenders Portal.
How many applications
Applicants may submit more than one proposal for different projects under the same call, but if there are several proposals for very similar projects, only one will be accepted and evaluated.
Restrictions
  • Organisations of any other kind can take part only in other roles, such as associated partners or subcontractors, without the right to grant money.
  • Natural persons are not eligible.
  • Financial support to third parties is not allowed.

To be considered for funding a proposal must score at least 70 points out of 100 overall, and reach the individual threshold of 25 on Relevance. The other criteria have no individual threshold.

Proposals that pass the individual threshold for the criterion ‘Relevance’ AND the overall threshold will be considered for funding — within the limits of the available call budget. Other proposals will be rejected.

Proposals with equal scores are prioritised by their score for ‘Relevance’, then ‘Quality’, then ‘Impact’.

The page limit

Proposals are limited to maximum 70 pages (Part B). Evaluators will not consider any additional pages. Part B is a Word template with no character limits, so AvenEU shows an estimate of the pages your text will fill as you write. The estimate is a guide, not a limit.
