CERV-REM European Remembrance: the application, step by step

What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-10-03 from the CERV-2026-CITIZENS-REM call document (Version 1.0, 1 October 2026).

AvenEU works on the latest published call documents, and its form follows the generic CERV Part B template (V3.0); a new call's documents, and the call's own Part B template, may differ.

What it is

European Remembrance is a call of the Citizens, Equality, Rights and Values programme (CERV) for projects on one of five remembrance topics. They range from democratic transitions and the remembrance of the Holocaust against Jewish people, of Roma victims and of LGBTIQ+ and other victims, to the legacy of colonialism, slavery and migration. Projects can be national or transnational, and the grant is a prefixed lump sum per event.

Who can apply
Lead applicant: a non-profit legal entity (public or private body) or an international organisation. Co-applicants: non-profit or for-profit legal entities (public or private bodies); for-profit organisations may apply only in partnership with public entities, private non-profit organisations or international organisations. All must be established in an EU Member State (including overseas countries and territories) or a country associated to the CERV Programme.
Partnership
At least 2 applicants: the lead applicant and at least one co-applicant, not being an affiliated entity or associated partner. Projects can be national or transnational, and activities must take place in the eligible countries.
Duration
Normally 12 to 24 months.
Grant
€50,000 to €500,000. The grant is a prefixed lump sum: one lump sum per work package, and one work package per event, set by the number of direct participants and of eligible countries of each event, in person or online.

How many applications
The lead applicant cannot submit more than one application under this call for proposals, across all priorities/topics.
Restrictions
  • Financial support to third parties is not allowed.

To be considered for funding a proposal must score at least 70 points out of 100 overall, and reach the individual threshold of 25 on Relevance. The other criteria have no individual threshold.

Proposals that pass the individual threshold for the criterion ‘Relevance’ AND the overall threshold will be considered for funding — within the limits of the available budget (i.e. up to the budget ceiling). Other proposals will be rejected.

Proposals with equal scores are prioritised by their score for ‘Relevance’, then ‘Quality’, then ‘Impact’.

The page limit

Proposals are limited to maximum 70 pages (Part B). Evaluators will not consider any additional pages. Part B is a Word template with no character limits, so AvenEU shows an estimate of the pages your text will fill as you write. The estimate is a guide, not a limit.
