CERV-TT Town Twinning: the application, step by step

What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-10-05 from the CERV-2026-CITIZENS-TOWN-TT call document (Version 1.0, 28 April 2026).

AvenEU works on the latest published call documents, and its form follows the generic CERV Part B template (V3.0); a new call's documents, and the call's own Part B template, may differ.

What it is

Town Twinning promotes exchanges between citizens of different countries through town twinning, to give them practical experience of the wealth and diversity of the Union's common heritage. A single applicant organises events with the twinned towns of other countries taking part as associated partners. The grant is a prefixed lump sum per event, between €8,455 and €50,745 per project.

Who can apply
A single applicant: a public body or a non-profit organisation with legal personality that is a town or municipality, another level of local authority, a twinning committee, or another non-profit organisation representing local authorities, established in an EU Member State (including overseas countries and territories) or a country associated to the CERV Programme.
Partnership
One applicant only (single beneficiary). The towns of the other countries take part as associated partners, without funding: municipalities from at least 2 eligible countries, at least 1 of them an EU Member State. Each event needs at least 50 direct participants, at least 25 of them invited international participants.
Duration
Normally 6 to 12 months.
Grant
€8,455 to €50,745 per project. One work package holds every event, and each event's lump sum is set by its number of invited international participants.

How many applications
Applicants may submit more than one proposal for different projects under the same call, but if there are several proposals for very similar projects, only one will be accepted and evaluated.
Restrictions
  • The associated partners must meet the same rule as the applicant: a public body or a non-profit organisation that is a town, municipality or other local authority, a twinning committee, or a non-profit organisation representing local authorities.
  • Online events are not counted in the number of participants used for the funding.
  • Financial support to third parties is not allowed.

To be considered for funding a proposal must score at least 70 points out of 100 overall, and reach the individual threshold of 25 on Relevance. The other criteria have no individual threshold.

Proposals that pass the individual threshold for the criterion ‘Relevance’ AND the overall threshold will be considered for funding — within the limits of the available budget (i.e. up to the budget ceiling). Other proposals will be rejected.

Proposals with equal scores are prioritised by their score for ‘Relevance’, then ‘Quality’, then ‘Impact’.

The page limit

Proposals are limited to maximum 40 pages (Part B). Evaluators will not consider any additional pages. Part B is a Word template with no character limits, so AvenEU shows an estimate of the pages your text will fill as you write. The estimate is a guide, not a limit.
