KA152 Youth Exchanges: the application, step by step
What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-09-22 from the Erasmus+ Programme Guide 2026.
What it is
Youth Exchanges bring together groups of young people aged 13 to 30 from at least two countries for a programme of activities lasting 5 to 21 days. One organisation applies on behalf of all the participating organisations. The grant is built from unit costs, and the application is assessed against three scored criteria.
- Who can apply
- Any eligible participating organisation or group established in an EU Member State or a third country associated to the Programme; it applies on behalf of all participating organisations. A participating organisation can be a non-profit organisation, association or NGO; a European Youth NGO; a public body at local, regional or national level; a social enterprise; a profit-making body active in corporate social responsibility and with proven experience in the youth field, provided its involvement does not have a commercial purpose; or an informal group of at least four young people aged 13 to 30, one of whom, at least 18 years old, represents the group.
- Partnership and participants
- At least two participating organisations — at least one sending and one receiving — from different countries. Participating organisations may also come from third countries not associated to the Programme neighbouring the EU (regions 1 to 4). At least one sending or receiving organisation in each activity must be from the country of the National Agency the application goes to. Each activity has 16 to 60 participants (at least 10 where all are young people with fewer opportunities), in at least two groups of at least four, from two different countries.

- Duration
- 3 to 24 months. Each Youth Exchange lasts 5 to 21 days, excluding travel days.
- Funding
- Unit costs, not a lump sum: organisational support per participant, travel by distance band, individual support per participant per day by receiving country, inclusion support, preparatory visits, and real costs for exceptional costs. The Guide states no maximum grant per project.
- Deadlines
- Deadlines are set in each year's call. Check the current deadline with your National Agency.
- How many applications
- The same organisation (one OID) cannot be involved in more than 5 applications per deadline in this action, either as applicant or partner.
- Activities cannot take place in Belarus or Russia.

To be considered for funding an application must score at least 60 points out of 100. It must also score at least half the maximum on every single criterion, which is the minimum column above.
An application scoring 70 overall but 14 on quality of project management is rejected. Clearing the overall threshold is not enough on its own — one criterion below its minimum ends the application, however strong the rest is.
