KA154 Youth Participation Activities: the application, step by step
What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-09-22 from the Erasmus+ Programme Guide 2026.
What it is
Youth participation activities fund projects involving young people aged 13 to 30 and the decision-makers relevant to the topics they address, either national with one organisation or transnational with at least two. The Guide describes the action's parameters — duration, number of participants, national or transnational activities — as very flexible. The grant is built from unit costs, up to €60,000 per project, and the application is assessed against three scored criteria.
- Who can apply
- Any eligible participating organisation established in an EU Member State or a third country associated to the Programme; it applies on behalf of all participating organisations. A participating organisation can be a non-profit organisation or association, NGO; a European Youth NGO; a public body at local, regional or national level; a social enterprise; a profit-making body active in corporate social responsibility and with proven experience in the youth field, provided its involvement does not have a commercial purpose; or an informal group of young people.

- National youth participation projects: at least one participating organisation. Transnational and international projects: at least two participating organisations from different countries, which may include organisations from third countries not associated to the Programme neighbouring the EU (regions 1 to 4).

- 3 to 24 months. The Guide sets no fixed length for the events, which can vary in scope and duration.
- Funding
- Unit costs, up to €60,000 per project, not counting inclusion support for participants: project management per month, coaching (at most 12 days), support per person for youth participation events, and travel and individual support for activities with a mobility component, plus real costs for inclusion support and exceptional costs.
- Deadlines
- Deadlines are set in each year's call. Check the current deadline with your National Agency.
- How many applications
- The same organisation (one OID) cannot be involved in more than 5 applications per deadline in this action, either as applicant or partner.
- Activities cannot take place in Belarus or Russia.
- The action does not fund statutory meetings of organisations or networks of organisations, partisan political events, or physical infrastructure.

To be considered for funding an application must score at least 60 points out of 100. It must also score at least half the maximum on every single criterion, which is the minimum column above.
An application scoring 75 overall but 14 on quality of project management is rejected. Clearing the overall threshold is not enough on its own — one criterion below its minimum ends the application, however strong the rest is.
