KA155 DiscoverEU Inclusion Action: the application, step by step
What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-09-22 from the Erasmus+ Programme Guide 2026.
What it is
The DiscoverEU Inclusion Action lets one organisation organise DiscoverEU travels for young people with fewer opportunities aged 18 to 21, with one to five participants per travel and accompanying persons where needed. Each travel lasts 1 to 30 days and must take place in at least one country other than the one where it starts. The grant is built from a travel pass and unit costs, and the application is assessed against three scored criteria.
- Who can apply
- Any eligible participating organisation or group established in an EU Member State or a third country associated to the Programme: a non-profit organisation, association or NGO; a public body at local, regional or national level; a social enterprise; a profit-making body active in corporate social responsibility and with proven experience in the youth field, provided its involvement does not have a commercial purpose; or an informal group of at least four young people aged 18 to 30.
- Organisation and participants
- One participating organisation — there is no partnership. Each DiscoverEU travel has 1 to 5 participants; at most two accompanying persons per participant, when duly justified. The organisation can organise several travels during the project.
- Fields
- YOU
- Duration
- 3 to 24 months. Each DiscoverEU travel lasts 1 to 30 days.
- Funding
- Not a lump sum: a travel pass of 7 travel days within one month, travel support where other transport is needed to reach the starting point, organisational support per participant, individual support per participant per day for at most 21 days, inclusion support, and real costs for exceptional costs. The Guide states no maximum grant per project.
- Deadlines
- Deadlines are set in each year's call. Check the current deadline with your National Agency.
- How many applications
- The same organisation (one OID) cannot be involved in more than 5 applications per deadline in this action, either as applicant or partner.
- Participants must be young people with fewer opportunities aged 18 to 21, legally resident in the country of their sending organisation.
- Organisations from third countries not associated to the Programme: unlike the other youth actions, this one has no regions 1 to 4 route.
How it is scored
| Criterion | Maximum | Minimum |
|---|---|---|
| Relevance, rationale and impact | 40 | 20 |
| Quality of the project design | 40 | 20 |
| Quality of project management | 20 | 10 |
To be considered for funding an application must score at least 60 points out of 100. It must also score at least half the maximum on every single criterion, which is the minimum column above.
An application scoring 70 overall but 9 on quality of project management is rejected. Clearing the overall threshold is not enough on its own — one criterion below its minimum ends the application, however strong the rest is.

The limits you cannot see
Every field has a character limit that does not appear in the Commission's PDF template — it only becomes visible once the call opens and you are inside the live form. AvenEU carries these limits, verified against the live form of the latest round, and enforces them as you write.
How you write it in AvenEU
- ✦The form itself, with the real sections and every DiscoverEU travel the project plans — you write inside the structure the assessors will read, not a blank document.
- ✦EUri analyses each section against the criterion that actually scores it, using the correct maximum and the minimum that criterion must reach.
- ✦A unit-cost budget calculator for the activities you plan, on the Guide's rates for this action.
- ✦Export in the structure of the official form, section by section, for transfer into the submission system.
