KA240 European Partnerships for School Development: the application, step by step
What the official form asks, how it is scored, and how you write it in AvenEU. Updated 2026-09-30 from the Erasmus+ Programme Guide 2026 and the live KA240-SCH form.
What it is
European Partnerships for School Development fund cross-border cooperation between school authorities and the schools they are responsible for, aimed at improving the quality of learning and teaching and at building capacity for cooperation across school education systems. They are larger and longer than Cooperation Partnerships, run on a single fixed lump sum over three years, and are built around a two-tier partnership of authorities and schools. Impact is the dominant assessment concern rather than one criterion among equals.
- Who can apply
- A local or regional school authority, or a school coordination body, established in an EU Member State or a third country associated to the Programme. The coordinator may coordinate only one application per deadline.
- Minimum partnership
- At least six participating organisations. In the coordinator's country and in at least one other country there must be at least one school authority or coordination body and at least two schools. Eligible partners are schools providing general education at pre-primary, primary or secondary level (including early childhood education and care), local and regional school authorities or school coordination bodies, and associations of teachers, school leaders and school education staff, parent associations and other stakeholders in the school education system.
- Fields
- SCH
- Duration
- 36 months.
- Lump sum
- €400,000 — one fixed lump sum, divided across the work packages and the organisations.
- Deadlines
- Deadlines are set in each year's call. Check the current deadline with your National Agency.
- How many applications
- An organisation can coordinate only one application per deadline.
- Only the three types of organisation listed above can be partners. The Guide names no other type: universities and other higher education institutions, companies, and organisations outside the school education system are not among them. A non-governmental organisation can take part only where it qualifies as one of the three — for example as a parent association or another stakeholder in the school education system.
- The exact list of eligible bodies per country is defined by the National Authority and published by the National Agency — check it before building a partnership. The National Authority may define no eligible organisations at all under the third type (associations and other stakeholders).
How it is scored
| Criterion | Maximum | Minimum |
|---|---|---|
| Relevance | 15 | 8 |
| Quality of project design | 30 | 15 |
| Quality of the partnership and cooperation arrangements | 20 | 10 |
| Impact | 35 | 18 |
To be considered for funding an application must score at least 70 points out of 100. It must also score at least half the maximum on every single criterion, which is the minimum column above.

The limits you cannot see
Every field has a character limit that does not appear in the Commission's PDF template — it only becomes visible once the call opens and you are inside the live form. AvenEU carries these limits, verified against the live form of the latest round, and enforces them as you write.
How you write it in AvenEU
- ✦The form itself, with the real sections, including the fixed WP1 and the 'Plan for long-term impact' work package that always comes last.
- ✦EUri analyses each section against the criterion that actually scores it, using the correct maximum and the minimum that criterion must reach.
- ✦A budget tool for the €400,000 lump sum: an amount per work package and its split between the organisations, checked against the Guide's 20% ceiling on project management.
- ✦Partner suggestions from Erasmus+ data, filtered to the countries the action admits.
- ✦Export in the structure of the official form, section by section, for transfer into the submission system.
